In Arizona, ARS Section 36-798.06 (Delivery Sales Ban) makes it unlawful for any person other than a person licensed under ARS Section 42-3201, or a retailer ordering from a person so licensed, to order or purchase, or cause to be ordered or purchased, a tobacco product (except pipe tobacco and cigars) via mail, phone, the internet, or any electronic means. As such, any Arizona resident who is not a licensed distributor or retailer may not order tobacco products over the internet, and you may not sell tobacco to those individuals either. Any sale or shipment of tobacco products to persons in Arizona other than licensed distributors or retailers will be violations subject to civil and criminal penalties. A violation of the Delivery Sales Ban is a felony. Therefore, please do not sell, ship, or knowingly assist in any sale or shipment of prohibited tobacco products into Arizona.
